Applicant:  The applicant for this project is American Ash & Aggregate (American Ash).  The applicant’s authorized representative and mailing address is:  David O’Neill, Chairman, American Ash, 8 East Quintette Road, Cantonment, Florida  32533.

 

Facility Location:  American Ash proposes to construct a new fly ash processing plant to be in Escambia County on the property of the existing Gulf Clean Energy Center (GCEC) at 11999 Pate Street in Pensacola, Florida.

 

Project:  American Ash is proposing to construct a new facility to process fly ash obtained from the GCEC for beneficial use.  The proposed facility will process fly ash from the storage areas at the GCEC to be used in the manufacture of a concrete substitute meeting ASTM C618 specifications.  The facility will use Ash-TEK’s Ponded Ash Beneficiation System (PABS) carbon burn-out (CBO) technology (or equivalent) to remove excess carbon from the available fly ash.  The facility will consist of ash handling equipment, a natural gas-fired burner, and the CBO process unit.

 

Most emissions from the facility will be from the CBO process unit.  Particulate matter emissions will be controlled by a baghouse dust collector.  Mercury emissions will be controlled by a pelleted activated carbon mercury (Hg) removal system.  According to the application, the potential to emit (PTE) of air pollutants is:  243.8 tons per year (TPY) of carbon monoxide (CO); 77.5 TPY of nitrogen oxides; 15.5 TPY of particulate matter (PM); 15.2 TPY of PM with a mean diameter of 10 microns or less (PM10); 14.9 TPY of PM2.5; 0.6 TPY of sulfur dioxide; 0.6 TPY of volatile organic compounds; and 0.0028 TPY (5.6 pounds) of Hg.  The facility will be a Title V major source of air pollution with a 100 TPY emission threshold based on the estimated PTE for CO emissions.  The facility will not be a major source of air pollution in accordance with Rule 62-212.400, F.A.C., for the Prevention of Significant Deterioration of Air Quality with at PTE emission threshold of 250 TPY.  More information on the proposed facility is available in the Department’s Technical Evaluation and Preliminary Determination document.
