NOTICE IS HEREBY GIVEN of the intention of the Escambia County Planning Board, sitting as the Local Planning Agency (LPA), to hold a Public Hearing at 8:30 a.m. or as soon thereafter as possible, Tuesday, October 3, 2023, in the Escambia County Central Office Complex, Board Meeting Room, First Floor, 3363 West Park Place, Pensacola, Florida.

 

The Board of County Commissioners of Escambia County, Florida to hold a Public Hearing on Thursday, November 2, 2023, at 5:45 p.m. in the Ernie Lee Magaha Government Building, Board Meeting Room, First Floor, 221 Palafox Place, Pensacola, Florida, to consider the following:

 

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF ESCAMBIA COUNTY, FLORIDA, AMENDING PART III OF THE ESCAMBIA COUNTY CODE OF ORDINANCES, THE LAND DEVELOPMENT CODE OF ESCAMBIA COUNTY, AS AMENDED; AMENDING ARTICLE 3, “OVERLAY DISTRICTS,” SECTION 3-3.3 THROUGH SECTION 3-3.8, TO AMEND CERTAIN PARKING REQUIREMENTS WITHIN BARRANCAS, BROWNSVILLE, ENGLEWOOD, PALAFOX, AND WARRINGTON OVERLAY DISTRICTS;  TO  REMOVE  THE  NON-RESIDENTIAL HEIGHT RESTRICTION WITHIN THE WARRINGTON OVERLAY PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR AN EFFECTIVE DATE.

 

All interested parties may appear at the public hearings and be heard regarding the proposed Ordinance. A draft of the proposed Ordinance is available for review at the Ernie Lee Magaha Government Building, 221 Palafox Place, First Floor, Deputy Clerk’s Office, Suite 110, Pensacola, FL 32502 and the Escambia County Development Services Department, 3363 West Park Place, Pensacola, FL 32505.


The Planning Board and the Board of County Commissioners do not make verbatim transcripts of their meetings; any person who wishes to appeal (to Circuit Court) any matter considered at such meetings or hearing will need to independently ensure preparation of a verbatim transcript of the proceeding that includes the testimony and evidence upon which the appeal will be based.

will consist of the construction of a new lift station (14-foot diameter wet well) near the intersection of Fab Street & Ensley Street, and remove from service an existing station; construct approximately 4,600 linear feet of 10-inch PVC force main, 2,840 linear feet of 6-inch PVC water main, and 1,200 linear feet of PVC Sanitary sewer. Sanitary sewer construction and water main replacement on Spencer Avenue (approximately 1,150 linear feet) is proposed as an additive alternate.

A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for CATEGORY TWO ($35,000) for a period of 36 months from the date of being placed on the convicted vendor list.

 

Bids may not be withdrawn for a period of at least 90 days from date of opening. Complete insurance coverage will be required from the successful bidder prior to signing the contract.

 

The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid; reject any or all bids, in whole or in part, re-advertise a project, in whole or in part; and to accept a bid that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, ECUA may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates which ECUA selects with all decisions being made based upon what ECUA believes to be the best interests of its ratepayers, in the reasonable exercise of its discretion. ECUA further reserves the right to increase or decrease quantities as may be required to meet the needs of ECUA, at the unit price which was bid.
